Актуальность представленной статьи подтверждается тем фактом, что добывающий сектор сегодня занимает все более доминирующее положение для отечественной экономики, особенно после принятия Российской Федерацией «Стратегии устойчивого развития до 2035 года». Тем не менее, управление добывающими ресурсами всегда представляло собой серьезную проблему для многих стран мира. В статье изложены основополагающие принципы, варианты политики и передовой опыт, которые составляют основу предлагаемой практики лицензирования добычи энергоресурсов Арктического региона России. Этот анализ следует рассматривать как отправную точку, признавая, что разработка надежной лицензии на деятельность в области устойчивого развития зависит от открытого и всеобъемлющего подхода к заполнению ее нормативного содержания.
Россия, как ключевой игрок на энергетическом рынке, заинтересована в поддержании и увеличении добычи углеводородов, поэтому дальнейшая эксплуатация энергетических ресурсов Арктики является актуальной проблемой. Однако реализация нефтегазовых проектов в Арктике характеризуется плохим воздействием на природную среду, что приводит к нарушению экологического баланса в Арктике и влияет на стабильность ее экосистемы, которая является одной из наиболее уязвимых экосистем на планете.
Основная цель настоящего исследования – понять, как реализация нефтегазовых проектов в Арктике через систему лицензирования влияет на экосистему, оценить значимость этого процесса и выяснить, что государство и бизнес могли бы сделать для его успешного осуществления.
The relevance of the presented article will be confirmed by the fact that the extractive sector today occupies an increasingly dominant position for the domestic economy, especially after the adoption by the Russian Federation of the «Strategy for Sustainable Development until 2035». Nevertheless, the management of extractive resources has always been a serious problem for many countries of the world. The article outlines the fundamental principles, policy options and best practices that form license for sustainable development activities depends on an open and comprehensive approach to filling out its regulatory content. Russia, as a key player in the energy market, is interested in maintaining and increasing the production of hydrocarbons, so the further exploitation of Arctic energy resources is an urgent problem. However, the implementation of oil and gas projects in the Arctic is characterized by a poor impact on the natural environment, which leads to a violation of the ecological balance in the Arctic and affects the stability of its ecosystem, which is one of the most vulnerable ecosystems on the planet.
